Violators of New York City's COVID quarantine rules face $10,000 fine

Mayor Bill de Blasio announced checkpoints will be set up at bridges and tunnels leading into New York City to enforce a quarantine order for people coming from states with high rates of COVID-19; Steve Harrigan reports.
